{"id":5434,"date":"2013-09-15T23:12:31","date_gmt":"2013-09-16T03:12:31","guid":{"rendered":"http:\/\/www.calgarygrit.ca\/?p=5434"},"modified":"2013-09-17T11:47:11","modified_gmt":"2013-09-17T15:47:11","slug":"charter-polling-misses-mark","status":"publish","type":"post","link":"https:\/\/www.calgarygrit.ca\/?p=5434","title":{"rendered":"Charter Polling Misses Mark"},"content":{"rendered":"<p>For those hoping Quebecers would abandon Marois over her utterly repugnant charter, this is an <a href=\"http:\/\/news.nationalpost.com\/2013\/09\/15\/quebec-liberals-jump-to-7-lead-over-pq-as-backlash-grows-over-quebec-values-charter\/\">encouraging headline<\/a>:<\/p>\n<blockquote><p><strong>Quebec Liberals jump to 7% lead over PQ as backlash grows over values charter<\/strong><\/p>\n<p>A recent boost in support for the Quebec Liberals means the party could secure a \u201chair thin\u201d majority in the province if an election were called today, suggests a new public opinion poll. <\/p>\n<p>The poll, conducted by Forum Research, found support for Liberals in the province has jumped to 42% \u2014 up more than 10 points since the 2012 election \u2014 in the wake of the proposed Quebec charter of values.<\/p>\n<p>Support for the Parti Quebecois sits at 35%, according to the poll. Coalition Avenir Qu\u00e9bec (CAQ) came in third place with 12% support.<\/p>\n<p>\u201cWe know from our polling that the proposed Charter is very popular among PQ supporters,\u201d Forum president Lorne Bozinoff said in a Saturday statement, \u201cbut it appears that the ire it has raised amongst everyone else has blunted its usefulness as an electoral tool.\u201d<\/p><\/blockquote>\n<p>An encouraging headline indeed. Sadly, that headline is about as far from reality as Marois herself.<\/p>\n<p>Let&#8217;s put aside the usual <a href=\"https:\/\/www.calgarygrit.ca\/?p=3309\">critiques of robo-polls<\/a>, and <a href=\"http:\/\/news.nationalpost.com\/2012\/09\/03\/pq-headed-to-comfortable-majority-final-poll-before-quebec-election\/\">Forum&#8217;s spotty track record in Quebec<\/a>. The real questionable aspect of this poll is how it&#8217;s being <em>reported<\/em>.<\/p>\n<p>Yes, there has been a noticeable shift since the <em>last election<\/em>, but there&#8217;s no indication whatsoever that this is because of a &#8220;backlash&#8221; to the Charter. Forum is tracking changes from a year ago, oblivious to the fact that the world, and Quebec, have changed since then. I mean, who knew what &#8220;twerking&#8221; was a year ago?<\/p>\n<p>More relevantly, Marois has had to govern, she delivered a budget, there was a tragedy in Lac-M\u00e9gantic, and, most importantly, the Quebec Liberals replaced Jean Charest with Philippe Couillard. There&#8217;s nothing in the data to suggest this revirement is due to the <em>Charter <\/em>&#8211; especially considering <strong><em>every single poll since Couillard won the leadership has had the Liberals on top<\/em><\/strong>. CROP showed Couillard up by <a href=\"http:\/\/www.lapresse.ca\/actualites\/politique\/politique-quebecoise\/201304\/23\/01-4643904-couillard-et-trudeau-propulsent-la-marque-liberale.php?utm_categorieinterne=trafficdrivers&#038;utm_contenuinterne=cyberpresse_lire_aussi_4643920_article_POS2\">13 points<\/a> in April and <a href=\"http:\/\/www.lapresse.ca\/actualites\/politique\/politique-quebecoise\/201308\/20\/01-4681672-sondage-couillard-en-avance-marois-remonte.php\">11<\/a> in August. Leger had Couillard <a href=\"http:\/\/www.ledevoir.com\/politique\/quebec\/374540\/couillard-propulse-le-plq-au-premier-rang\">up by 4<\/a> in March, <a href=\"http:\/\/www.montrealgazette.com\/life\/Couillard+would+best+premier+poll\/8563485\/story.html\">11 <\/a>in June, and <a href=\"http:\/\/www.ledevoir.com\/politique\/quebec\/386445\/la-charte-relance\">4<\/a> in August. The fact that Forum now shows the gap at 7 doesn&#8217;t support Bozinoff&#8217;s narrative of public &#8220;ire&#8221; over the Charter.<\/p>\n<p>Indeed, a much more <a href=\"http:\/\/www.angusreidglobal.com\/polls\/48821\/quebecers-canadians-split-on-proposed-charter-of-values\/\">thorough poll on Friday<\/a> by Angus Reid showed Quebecers are generally supportive of the Charter, and most specific elements of it. <\/p>\n<p>That&#8217;s not to say this support will translate to votes for Marois, or that it will last to Christmas (Christmas is still going ahead under the Charter, right?). This is going to be a heated debate. And with lightning rod policies, voters don&#8217;t always focus on the issue itself, but what proposing the policy says about a leader&#8217;s <em>judgment<\/em>. Think John Tory and separate schools. <\/p>\n<p>But that&#8217;s all speculation. At this stage, despite what the headlines say, there&#8217;s nothing in the polls to suggest the Charter is dragging Marois down.<br \/>\n<code><br \/><\/code><\/p>\n<p><em><strong>UPDATE<\/strong><\/em>: And now Forum is contending that Trudeau has received a <a href=\"http:\/\/www.canada.com\/news\/Federal+provincial+Liberal+parties+boost+from+values\/8920257\/story.html\">boost<\/a> from his opposition to the Charter, with Forum President Lorne Bozinoff claiming the Charter debate has &#8220;moved a lot of support from other parties into the Liberal column, both federally and provincially&#8221;. Indeed, the Trudeau Liberals now lead at 36% in the province.<\/p>\n<p>Mercifully, unlike the provincial poll, Forum hasn&#8217;t tracked these results against the last election. Actually, they haven&#8217;t tracked them at all, and it&#8217;s no wonder why. A quick google search shows that their most recent poll had the Liberals at <a href=\"http:\/\/www.threehundredeight.com\/2013\/08\/liberals-halt-decline-in-forum-poll.html\">38% in Quebec<\/a>. <\/p>\n<p>So, to recap, Trudeau has surged from 38% to 36% on this issue. <\/p>\n<p>I recognize the need to create a fresh story and narrative out of every poll. That&#8217;s why relatively insignificant changes in August were spun as Trudeau &#8220;<a href=\"http:\/\/news.nationalpost.com\/2013\/08\/26\/trudeau-liberals-surge-back-into-healthy-lead-in-polls-after-leaders-pot-admission\">surging<\/a>&#8221; on the marijuana issue.
