{"id":2907,"date":"2011-03-24T08:00:00","date_gmt":"2011-03-24T12:00:00","guid":{"rendered":"http:\/\/www.calgarygrit.ca\/?p=2907"},"modified":"2012-05-30T09:44:02","modified_gmt":"2012-05-30T13:44:02","slug":"election-2011-primer","status":"publish","type":"post","link":"https:\/\/www.calgarygrit.ca\/?p=2907","title":{"rendered":"Election 2011 Primer"},"content":{"rendered":"<p>With the government almost certain to fall in the next 48 hours, what should we expect between now and election day?<\/p>\n<p>Last week, I looked at the <a href=\"http:\/\/calgarygrit.blogspot.com\/2011\/03\/mark-your-calendars.html\">election calendar<\/a> &#8211; today, a look at the strategies the parties are likely to employ:<\/p>\n<p><a href=\"http:\/\/4.bp.blogspot.com\/-Q4A-2eoHevw\/TYopO5YYkpI\/AAAAAAAACPI\/vjDDpMF0B3c\/s1600\/election%2Bcpc.JPG\"><img decoding=\"async\" style=\"TEXT-ALIGN: center; MARGIN: 0px auto 10px; WIDTH: 320px; DISPLAY: block; HEIGHT: 70px; CURSOR: hand\" id=\"BLOGGER_PHOTO_ID_5587323623604523666\" border=\"0\" alt=\"\" src=\"http:\/\/4.bp.blogspot.com\/-Q4A-2eoHevw\/TYopO5YYkpI\/AAAAAAAACPI\/vjDDpMF0B3c\/s320\/election%2Bcpc.JPG\" \/><\/a><br \/><strong><u>The Conservatives<\/u><\/strong><\/p>\n<p><strong>Official Slogan:<\/strong> Here for Canada (unlike <em>that American bastard Michael Ignatieff<\/em>)<\/p>\n<p><strong>Unofficial Slogan:<\/strong> &#8220;Now is not the time for an opportunistic election. October 2008 was the time for an opportunistic election.&#8221;<\/p>\n<p><strong>Key Policy Plank:<\/strong> In 2008, they weren&#8217;t big on policy, only releasing a full platform late in the campaign, after some backlash. This time, we know they&#8217;ll campaign on cancelling the per vote public subsidy for political parties, but their main platform document was Tuesday&#8217;s budget, which had <a href=\"http:\/\/calgarygrit.blogspot.com\/2011\/03\/tory-platform.html\">something for everyone<\/a> in it.<\/p>\n<p><strong>Election Framing:<\/strong> Harper has made it clear for the past two years he intends to make the election a choice between &#8220;a Conservative majority&#8221; or &#8220;the evil coalition&#8221;. Beyond that, the expectation is they&#8217;ll bomb Ignatieff, but remember, they led with the sweater vest ads last election. It wouldn&#8217;t at all surprise me to see the Tories start with the feel good stuff again to drive the early conversation away from ethics and towards their budget.<\/p>\n<p><strong>Biggest Worry<\/strong>: The scandals stick<\/p>\n<p><a href=\"http:\/\/1.bp.blogspot.com\/-htcjfnqNT2k\/TYopMF64wdI\/AAAAAAAACPA\/6ec7oEhX3-Q\/s1600\/election%2Blibs.JPG\"><img decoding=\"async\" style=\"TEXT-ALIGN: center; MARGIN: 0px auto 10px; WIDTH: 320px; DISPLAY: block; HEIGHT: 123px; CURSOR: hand\" id=\"BLOGGER_PHOTO_ID_5587323575430857170\" border=\"0\" alt=\"\" src=\"http:\/\/1.bp.blogspot.com\/-htcjfnqNT2k\/TYopMF64wdI\/AAAAAAAACPA\/6ec7oEhX3-Q\/s320\/election%2Blibs.JPG\" \/><\/a><br \/><u><strong>The Liberals<br \/><\/strong><\/u><br \/><strong>Official Slogan:<\/strong> We&#8217;ve seen the &#8220;<a href=\"http:\/\/www.liberal.ca\/newsroom\/photos-and-video\/#media\/video\/2vzF7tfBaPE\">Your Canada or Harper&#8217;s?<\/a>&#8221; tag in most of the negative ads so far.<\/p>\n<p><strong>Unofficial Slogan:<\/strong> &#8220;We&#8217;ve taken the low expectations principle to a whole new level!&#8221;<\/p>\n<p><strong>Key Policy Plank:<\/strong> The Liberals released their <a href=\"http:\/\/www.liberal.ca\/issues\/health-home-care\/\">Family Care plan<\/a> last fall, and every indication is this will be a centerpiece policy plank. Ignatieff has also promised policies on <a href=\"http:\/\/www.thestar.com\/news\/canada\/article\/758810--child-care-top-priority-ignatieff-vows\">Child Care<\/a>, <a href=\"http:\/\/www2.macleans.ca\/2011\/03\/14\/flatlined\/4\/\">post-secondary education<\/a>, and <a href=\"http:\/\/dominicleblanc.liberal.ca\/announcement\/liberal-white-paper-on-pension-reform\/\">pension reform<\/a>. Much of this will be paid for by <a href=\"http:\/\/calgarygrit.blogspot.com\/2010\/03\/two-paths.html\">reversing the Conservatives&#8217; corporate tax cuts<\/a>.<\/p>\n<p><strong>Election Framing:<\/strong> We know they&#8217;ll talk about <a href=\"http:\/\/calgarygrit.blogspot.com\/2011\/03\/liberals-on-air.html\">ethics<\/a>. We&#8217;ve also seen a heavy <a href=\"http:\/\/www.liberal.ca\/michael_ignatieff\/\">focus<\/a> on <a href=\"http:\/\/www.liberal.ca\/newsroom\/blog\/this-is-who-i-am\/\">family<\/a> on the Liberal website and in the Family Care plan mentioned above. The Liberals want to make this election about choices: &#8220;<em>Harper&#8217;s big business tax cut versus the Liberal family friendly agenda<\/em>&#8220;, or &#8220;<em>fighter jets versus family care<\/em>&#8221; &#8211; that sort of thing. As always, the goal will be to use sharp contrasts like this to <a href=\"http:\/\/www2.macleans.ca\/2011\/03\/14\/flatlined\/4\/\">squeeze<\/a> the Bloc and NDP.<\/p>\n<p>The most detailed preview of the Liberal strategy heading into this election can be found in Paul Wells&#8217; must read Maclean&#8217;s article on &#8220;<a href=\"http:\/\/www2.macleans.ca\/2011\/03\/14\/flatlined\/4\/\">the effort to resurrect Michael Ignatieff<\/a>&#8220;.<\/p>\n<p><strong>Biggest Worry<\/strong>: The polls don&#8217;t move<\/p>\n<p><a href=\"http:\/\/4.bp.blogspot.com\/-mf8RM5vPCBs\/TYopJV4Ol6I\/AAAAAAAACO4\/OCxN5nc5EuU\/s1600\/election%2Bndp.JPG\"><img decoding=\"async\" style=\"TEXT-ALIGN: center; MARGIN: 0px auto 10px; WIDTH: 320px; DISPLAY: block; HEIGHT: 74px; CURSOR: hand\" id=\"BLOGGER_PHOTO_ID_5587323528175064994\" border=\"0\" alt=\"\" src=\"http:\/\/4.bp.blogspot.com\/-mf8RM5vPCBs\/TYopJV4Ol6I\/AAAAAAAACO4\/OCxN5nc5EuU\/s320\/election%2Bndp.JPG\" \/><\/a><br \/><u><strong>The NDP<br \/><\/strong><\/u><br \/><strong>Official Slogan:<\/strong> &#8220;This is Canadian leadership&#8221;<\/p>\n<p><strong>Unofficial Slogan<\/strong>: &#8220;Vote for Jack &#8211; get Tom&#8221;<\/p>\n<p><strong>Key Policy Plank<\/strong>: The NDP have made recent by election campaigns in BC and Ontario all HST, all the time. I&#8217;d also expect a lot of talk about Layton&#8217;s push to <a href=\"http:\/\/calgarygrit.blogspot.com\/2010\/10\/as-part-of-ndps-always-consistent.html\">cut the GST on home heating fuels <\/a>&#8211; it&#8217;s a mind numbingly stupid policy that&#8217;s bad for the environment and bad for low income earners, but it&#8217;s good politics.<\/p>\n<p><strong>Election Framing<\/strong>: Expect a retread of recent NDP themes &#8211; &#8220;results for people&#8221;, &#8220;making parliament work&#8221;, and all things kitchen table. Layton remains the NDP&#8217;s biggest asset, so expect him to be front and centre in all (english) ads.<\/p>\n<p><strong>Biggest Worry<\/strong>: Jack&#8217;s health<\/p>\n<p><a href=\"http:\/\/1.bp.blogspot.com\/-bBDSHs6hYwg\/TYopGfXX48I\/AAAAAAAACOw\/F0qUWdwP6Go\/s1600\/election%2Bgreen.JPG\"><img decoding=\"async\" style=\"TEXT-ALIGN: center; MARGIN: 0px auto 10px; WIDTH: 320px; DISPLAY: block; HEIGHT: 115px; CURSOR: hand\" id=\"BLOGGER_PHOTO_ID_5587323479182009282\" border=\"0\" alt=\"\" src=\"http:\/\/1.bp.blogspot.com\/-bBDSHs6hYwg\/TYopGfXX48I\/AAAAAAAACOw\/F0qUWdwP6Go\/s320\/election%2Bgreen.JPG\" \/><\/a><br \/><u><strong>The Greens<\/strong><\/u><\/p>\n<p><strong>Official Slogan<\/strong>: Still to be determined, though their website features Elizabeth May saying &#8220;<em>It&#8217;s time. Vote Green<\/em>.&#8221;<\/p>\n<p><strong>Unofficial Slogan<\/strong>: &#8220;We take the high road, unlike those other corrupt and out of touch a-holes.&#8221;<\/p>\n<p><strong>Key Policy Plank<\/strong>: I dunno. The environment, I guess.<\/p>\n<p><strong>Election Framing<\/strong>: For the Greens, it&#8217;s &#8220;<em>Saanich or bust<\/em>&#8221; this election &#8211; their number one goal is to get Elizabeth May elected. Nationally, their focus appears to be on <a href=\"http:\/\/calgarygrit.blogspot.com\/2011\/03\/theyre-going-neg.html\">disengaged voters<\/a> rather than environmentalists. The challenge, of course, is that disengaged voters tend to not vote due to their being disengaged.<\/p>\n<p><strong>Biggest Worry<\/strong>: The decline of the environment as an issue<\/p>\n<p><a href=\"http:\/\/3.bp.blogspot.com\/-3M1_2GqrHnQ\/TYopCcixKCI\/AAAAAAAACOo\/7-xIWGSZO3I\/s1600\/election%2Bbloc.JPG\"><img decoding=\"async\" style=\"TEXT-ALIGN: center; MARGIN: 0px auto 10px; WIDTH: 320px; DISPLAY: block; HEIGHT: 65px; CURSOR: hand\" id=\"BLOGGER_PHOTO_ID_5587323409705019426\" border=\"0\" alt=\"\" src=\"http:\/\/3.bp.blogspot.com\/-3M1_2GqrHnQ\/TYopCcixKCI\/AAAAAAAACOo\/7-xIWGSZO3I\/s320\/election%2Bbloc.JPG\" \/><\/a><br \/><u><strong>The Bloc<\/strong><\/p>\n<p><\/u><strong>Official Slogan<\/strong>: Presumably something along the lines of &#8220;Here for Quebec&#8221;<\/p>\n<p><strong>Unofficial Slogan<\/strong>: &#8220;Gimme Gimme Gimme!&#8221;<\/p>\n<p><strong>Key Policy Plank<\/strong>: Duceppe has already rolled out his <a href=\"http:\/\/www.blocquebecois.org\/dossiers\/budget_federal\/\">5 billion dollar demands<\/a>.<\/p>\n<p><strong>Election Framing<\/strong>: Presumably, the Bloc will run the usual game plan. Emphasize Duceppe and talk about how they&#8217;ll be Quebec&#8217;s guard dog in Ottawa &#8211; protecting the province against Stephen Harper.<\/p>\n<p><strong>Biggest Worry<\/strong>: Worry?
