I think Paul Wells even wrote a satire piece where the provinces were deciding foreign policy. &#8220;Ha ha ha&#8221;, we all said. But it&#8217;s gone from insane satire to insane reality.<\/p>\n<p>So what&#8217;s left for the federal government? Senate appointments?
