{"id":2789,"date":"2010-11-03T14:00:00","date_gmt":"2010-11-03T18:00:00","guid":{"rendered":"http:\/\/www.calgarygrit.ca\/?p=2789"},"modified":"2010-11-03T14:00:00","modified_gmt":"2010-11-03T18:00:00","slug":"the-great-potash-debate","status":"publish","type":"post","link":"https:\/\/www.calgarygrit.ca\/?p=2789","title":{"rendered":"The Great Potash Debate"},"content":{"rendered":"<p>Seeing all the news stories out there about potash this week, I feel like most Canadians did during the <em>Great Summer <\/em><a href=\"http:\/\/calgarygrit.blogspot.com\/2010\/07\/everything-you-always-wanted-to-know.html\"><em>Census Crisis<\/em><\/a><em> of 2010<\/em>. You see, I keep going back on forth on whether or not I support the Potash Corp takeover&#8230;then it occurs to me I don&#8217;t even have a clue what <em>potash<\/em> is.<\/p>\n<p>So after a quick trip to <a href=\"http:\/\/en.wikipedia.org\/wiki\/Potash\">wikipedia<\/a>, I learned that potash is a potassium compound that has been used &#8220;since the dawn of history&#8221;. It is used to manufacture glass, soap, and soil fertilizer, and Canada produces close to a third of the world&#8217;s potash. Also, &#8220;the Potashes&#8221; were a 19th century New York street gang and Dan Potash is a reporter for FSN Pittsburgh.<br \/><a href=\"http:\/\/2.bp.blogspot.com\/_L6NW1UySEKs\/TNGctqsojSI\/AAAAAAAAB_g\/vfhQPKX5Va8\/s1600\/the+more+you+know.jpg\"><img style=\"TEXT-ALIGN: center; MARGIN: 0px auto 10px; WIDTH: 200px; DISPLAY: block; HEIGHT: 132px; CURSOR: hand\" id=\"BLOGGER_PHOTO_ID_5535377725384592674\" border=\"0\" alt=\"\" src=\"http:\/\/2.bp.blogspot.com\/_L6NW1UySEKs\/TNGctqsojSI\/AAAAAAAAB_g\/vfhQPKX5Va8\/s200\/the+more+you+know.jpg\" \/><\/a><br \/>So why should politically-minded Canadians care?<\/p>\n<p>Well, Australia-owned BHP Billiton Ltd. has put in a bid to buy Potash Corp (hereto after refereed to by its <a href=\"http:\/\/www.google.ca\/finance?client=ob&amp;q=TSE:POT\">TSE ticker symbol &#8211; &#8220;POT&#8221;<\/a>) and this has, of course, stoked fears among economic nationalists. After all, first we give up control over potash&#8230;the next thing you know kangaroo zombies are running free in the streets and we&#8217;re all drinking Foster&#8217;s.<\/p>\n<p>Of course, as is so often the case when talking about economic nationalism, the reality is a bit murkier. Even though the <em>perception <\/em>exists that POT is a Canadian company, POT isn&#8217;t crown controlled anymore, and Canadian shareholders only own 49% of it. It&#8217;s not exactly a case of &#8220;<a href=\"http:\/\/www.businessweek.com\/news\/2010-10-20\/canada-s-harper-says-potash-corp-american-controlled-company.html\">an American-controlled company being taken over by an Australian-controlled company<\/a>&#8220;, as Stephen Harper described it, but it&#8217;s not like we&#8217;re selling the Saskatchewan Roughriders here.<\/p>\n<p>Not surprisingly given how sexy an issue potash is, this story has become hugely political. Brad Wall, after seeing Shawn Graham turfed over the New Brunswick Hydro &#8220;takeover&#8221;, has come out swinging against this deal. He has no doubt given Danny Williams a call for advice, and there have been suggestions he may run his own ABC campaign next election should Harper approve the takeover.<\/p>\n<p>The Sask NDP, a slew of <a href=\"http:\/\/www.reuters.com\/article\/idUSTRE69S3TN20101029\">Premiers<\/a>, and the opposition parties in Ottawa have sided with Wall. Oh, and so has <a href=\"http:\/\/oncampus.macleans.ca\/education\/2010\/11\/02\/student-union-frets-over-potash-deal\/\">the University of Saskatchewan Students Union<\/a>. Supporting the deal are the <a href=\"http:\/\/www.newstalk980.com\/story\/20101029\/42482\">Sask Liberals<\/a> (motto: &#8220;<em>we have nothing to lose so why not be principled?<\/em>&#8220;) and&#8230;that&#8217;s about it in terms of active politicians, though <a href=\"http:\/\/www.theglobeandmail.com\/news\/opinions\/opinion\/potash-a-political-calculation-that-will-do-more-harm-than-good\/article1778855\/\">John Manley<\/a>, <a href=\"http:\/\/www2.macleans.ca\/2010\/09\/06\/why-sometimes-its-best-just-to-let-go\/\">Andrew Coyne<\/a>, <a href=\"http:\/\/www.theglobeandmail.com\/news\/opinions\/editorials\/potash-and-the-misbegotten-fear-of-recolonization\/article1783127\/?cmpid=rss1\">newspaper<\/a> <a href=\"http:\/\/www.montrealgazette.com\/Ottawa+should+allow+potash+deal\/3768058\/story.html\">editorials<\/a>, and many others who don&#8217;t have to worry about being elected have argued the POT deal should move forward.<\/p>\n<p>Although <a href=\"http:\/\/www.financialpost.com\/news\/Investment+Canada+gives+Potash+takeover+tentative\/3760213\/story.html\">Investment Canada<\/a> has approved the sale, the final decision rests with the federal government &#8211; and given the Minister responsible for the file is Tony Clement, there&#8217;s a good chance the Harper government will find a way to screw this one up. A verdict is expected later this afternoon (presumably it will be announced over Twitter) &#8211; what Harper and Clement decide is anybody&#8217;s guess.<\/p>\n<p>If the decision were based purely on ideology, they&#8217;d no doubt approve the deal. But this government long ago gave up the pretense that it bases decisions on ideology. Canadians are <a href=\"http:\/\/www.angus-reid.com\/polls\/43468\/by-a-4-to-1-margin-canadians-call-on-ottawa-to-block-potash-takeover\/\">blissfully unaware<\/a> of this issue so, politically, there doesn&#8217;t appear to be anything but downside in allowing the POT takeover to move ahead.<\/p>\n<p><strong><em>UPDATE <\/em><\/strong>&#8211; The Tories <a href=\"http:\/\/www.theglobeandmail.com\/globe-investor\/potash\/ottawa-wont-approve-bhps-hostile-bid-for-potash-corp-at-this-point\/article1784212\/\">squash <\/a>the deal, for now.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Seeing all the news stories out there about potash this week, I feel like most Canadians did during the Great Summer Census Crisis of 2010.
