{"id":2208,"date":"2009-03-26T23:27:00","date_gmt":"2009-03-27T03:27:00","guid":{"rendered":"http:\/\/www.calgarygrit.ca\/?p=2208"},"modified":"2009-03-26T23:27:00","modified_gmt":"2009-03-27T03:27:00","slug":"id-like-to-tax-the-world-in-perfect-harmon","status":"publish","type":"post","link":"https:\/\/www.calgarygrit.ca\/?p=2208","title":{"rendered":"I\u2019d like to tax the world in perfect harmony\u2026"},"content":{"rendered":"<p>Jim <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_0\">Flaherty<\/span> may have just become Dalton <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_1\">McGuinty<\/span>\u2019s new best friend. More on that in second.<\/p>\n<p><span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_2\">McGuinty<\/span> brought forward his first recession budget today, joining virtually every other jurisdiction in the world by sending the province spiraling into deficit (including <a href=\"http:\/\/www.theglobeandmail.com\/servlet\/story\/RTGAM.20090326.wPOLnewf0326\/BNStory\/politics\/home\">Newfoundland<\/a>!). The bulk of the spending is on infrastructure &#8211; 32.5 billion over two years. If you&#8217;re curious where everything else is going (and I know you&#8217;re not), you can read the full budget <a href=\"http:\/\/www.fin.gov.on.ca\/english\/budget\/ontariobudgets\/2009\/\">here<\/a>.<\/p>\n<p>But let\u2019s be honest \u2013 there&#8217;s only one thing in this budget people will be talking about. And the word of the day is \u201charmonization\u201d, after <a href=\"http:\/\/www.theglobeandmail.com\/servlet\/story\/RTGAM.20090326.wontbudget0326\/BNStory\/National\/home\"><span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_3\">McGuinty<\/span>\u2019s pledge to harmonize the <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_4\">GST<\/span> and PST in Ontario<\/a>:<\/p>\n<p><\/p>\n<blockquote><p><span style=\"font-family:arial;\">Ontario will also undertake major tax reforms, including a move to implement a harmonized sales tax that will combine the 8 per cent provincial sales tax with the 5 per cent federal goods and services tax. The move will save Ontario businesses $500-million in paperwork costs, Mr. Duncan said.<\/p>\n<p>But it will also raise the price of many goods and services, including essentials such as gasoline, home heating oil, newspapers and coffee, said New Democratic Party Leader Andrea <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_5\">Horwath<\/span>.<\/p>\n<p>Harmonizing the taxes will add to \u201cthe burden of average families who need help the most and give that money to those that need help the least,\u201d she said.<\/p>\n<p>To cushion the blow of the tax changes, the federal government is providing the province with $4.3-billion in transitional funding over three years. Ontario will use the money to cut cheques totalling $1,000 to every family in the province that earns less than $160,000. Individuals who earn less than $80,000 will get $300.<\/span><\/p><\/blockquote>\n<p>This is certainly a risk. The broken promise on health care premiums was a giant target that John Tory failed to hit last election campaign \u2013 <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_6\">McGuinty<\/span> has now drawn a giant target for the next Tory leader shoot at in 2011.<\/p>\n<p>You can be sure that the \u201ctax on everything\u201d attack that buried <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_7\">Stephane<\/span> Dion will be heard loud and clear across Ontario over the next two and a half years. But before we all pile on <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_8\">McGuinty<\/span> for doing something which may turn out to be hugely unpopular, it is important to keep in mind the big difference between this and the Green Shift \u2013 primarily, that <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_9\">McGuinty<\/span> is in power. A great policy that is politically toxic is useless to an opposition party because it will never see the light of day. A great policy that is politically toxic at least serves the greater good if it\u2019s brought in by a government in power. After all, being in power is about bringing forward positive change \u2013 not just running for re-election.<\/p>\n<p>So this raises two distinct questions:<\/p>\n<p>1. Is this a great policy?<br \/>2. Is it politically toxic?<\/p>\n<p>On the first question, most would tend to agree this is <a href=\"http:\/\/network.nationalpost.com\/np\/blogs\/fullcomment\/archive\/2009\/03\/26\/ontario-s-tax-harmonization-is-long-overdue.aspx\">the right thing to do from an economic perspective<\/a> (yeah, yeah, it&#8217;s the National Post, but still&#8230;). And with counterbalancing measures, exemptions, and rebates in place, it likely won\u2019t be too punitive on Ontario\u2019s poor. It\u2019s not the thing legacies are built on, but it\u2019s solid policy.<\/p>\n<p>As for its&#8217; toxicity? Well, anytime you mess around with tax shifting, there are risks. But, as the teaser said, <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_10\">McGuinty<\/span>\u2019s secret weapon in all of this may be his old foe, Jim <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_11\">Flaherty<\/span>. <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_12\">McGuinty<\/span> is doing exactly what <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_13\">Flaherty<\/span> has asked for and, one presumes, the Finance Minister will be quite supportive of this. That certainly puts <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_14\">Flaherty&#8217;s<\/span> wife &#8211; and PC leadership <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_15\">candidate<\/span> &#8211; Christine Elliott in a bind but, either way, it should provide <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_16\">McGuinty<\/span> with some cover on this one. He&#8217;ll still be vulnerable on the <a href=\"http:\/\/www.andreahorwath.com\/\">left<\/a>, but with the federal Tories and most business groups onside, his rank flank should hold up.<\/p>\n<p>Don&#8217;t get me wrong &#8211; McGuinty will take a hit on this one.
