{"id":2148,"date":"2009-01-27T19:43:00","date_gmt":"2009-01-28T00:43:00","guid":{"rendered":"http:\/\/www.calgarygrit.ca\/?p=2148"},"modified":"2009-01-27T19:43:00","modified_gmt":"2009-01-28T00:43:00","slug":"budget-2009-reaction-do-you-think-it-is-easy-to-make-priorities","status":"publish","type":"post","link":"https:\/\/www.calgarygrit.ca\/?p=2148","title":{"rendered":"Budget 2009 Reaction: Do You Think It Is Easy To Make Priorities?"},"content":{"rendered":"<p><strong><em>(updated at bottom)<\/em><\/strong><\/p>\n<p>We&#8217;ll need to wait until <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_0\"><span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_0\"><span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_0\">Ignatieff<\/span><\/span><\/span> speaks tomorrow to answer most of the <a href=\"http:\/\/calgarygrit.blogspot.com\/2009\/01\/budget-day.html\">questions I posed<\/a> this morning, but the initial reaction seems to be one of reluctant acceptance. The economists on Don Newman&#8217;s show both gave it a &#8220;B-&#8220;, and all the provincial governments I&#8217;ve seen reaction from like it (more so than they liked <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_1\"><span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_1\"><span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_1\">Flaherty&#8217;s<\/span><\/span><\/span> 2007 budget, which <a href=\"http:\/\/calgarygrit.blogspot.com\/search?q=flaherty+budget+bickering\">ended the era of provincial bickering<\/a>, anyways) . Hell, even Dwight Duncan was saying nice things about Jim <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_2\"><span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_2\"><span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_2\">Flaherty<\/span><\/span><\/span>.<\/p>\n<p>Personally, I&#8217;d give it a C. It&#8217;s satisfactory. There&#8217;s nothing in here that Liberals should have huge ideological problems with and I have a hard time seeing how a Michael <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_3\"><span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_3\"><span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_3\">Ignatieff<\/span><\/span><\/span> budget would have been <em>significantly<\/em> different. But, despite that, it feels like a lot of recent Alberta budgets &#8211; a <a href=\"http:\/\/www.theglobeandmail.com\/servlet\/story\/RTGAM.20090127.WBwbradwanski20090127172848\/WBStory\/WBwbradwanski\">missed opportunity<\/a>.<\/p>\n<p>The electorate gave the political green light for wild deficit spending. This budget could therefore have launched a bold national project, modernized our economy, made our post-secondary institutions and research centres world class, or forged ahead with green initiatives. Instead, Jim <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_4\"><span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_4\"><span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_4\">Flaherty<\/span><\/span><\/span> drove around town throwing twenties out his window to every group or industry that wanted them. As a stimulus budget, that&#8217;s not an awful strategy, as bold projects often take time, but this budget could have been so much more.<\/p>\n<p>I&#8217;m sympathetic to the political realities of the situation. But I can&#8217;t help but think that the lack of focus stems from this government&#8217;s refusal to recognize the problems we were facing until a month ago, and their refusal to accept that government can actually be a force of good in <span class=\"blsp-spelling-corrected\" id=\"SPELLING_ERROR_5\">shaping<\/span> the future of a country.<\/p>\n<p>A few other random thoughts:<\/p>\n<p>1. Ottawa will be moving ahead and creating a <a href=\"http:\/\/business.theglobeandmail.com\/servlet\/story\/RTGAM.20090127.wbudget_business0127\/BNStory\/Business\/home?cid=al_gam_mostemail\">national securities regulator<\/a>, which is long overdue.<\/p>\n<p>2. On the flip side, <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_6\"><span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_5\"><span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_5\">Flaherty<\/span><\/span><\/span> standing by his <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_7\"><span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_6\"><span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_6\">FU<\/span><\/span><\/span> plan to scrap pay equity rules was completely unnecessary, and gives anyone who wants to oppose this budget an obvious target. [<em>note: I&#8217;m trying to find online confirmation of this somewhere, although I&#8217;m seen it mentioned on a few pundit shows<\/em>]<\/p>\n<p>3. Also stupid, but more far more politically <span class=\"blsp-spelling-corrected\" id=\"SPELLING_ERROR_8\">sell-able<\/span> are 20 billion dollars in permanent tax cuts over 6 years. Tax cuts are great&#8230;when you can afford them. And you can&#8217;t afford them, when you&#8217;re staring down a 34 billion dollar deficit.<\/p>\n<p>It will take time for the tax cuts to impact consumer behaviour and, when they do, most of it will just go into savings. So it won&#8217;t do a thing to stimulate the economy. It&#8217;s even a tough one to figure out politically, since it will receive scant attention amidst billions in spending promises.<\/p>\n<p>4. I do like that the budget is short term in scope. 18B in stimulus spending this year, 15.5B next, then under 5B by 2011-2012. The key is obviously making sure the money gets spent quickly &#8211; given many of the projects involve three levels of government, and municipal governments are short on cash, that&#8217;s going to be a challenge.<\/p>\n<p>The plan is to balance the books by 2012, but knowing this government&#8217;s track record on predicting surpluses, I wouldn&#8217;t bet the house on it.<\/p>\n<p>5. I can, however, <a href=\"http:\/\/www.theglobeandmail.com\/servlet\/story\/RTGAM.20090127.wbudget_carrick0127\/BNStory\/budget2009\/home?cid=al_gam_mostview\">renovate the house<\/a> on it. Not a bad stimulus plan, but I would have liked to see it tied to environmentally-friendly renovations.<\/p>\n<p>6. Andrew <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_9\"><span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_7\"><span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_7\">Coyne<\/span><\/span><\/span> has his annual &#8220;<a href=\"http:\/\/blog.macleans.ca\/2009\/01\/27\/budget-09-tories-take-a-final-leap-into-the-void\/\">this budget means the death of conservatism<\/a>&#8221; post up and it&#8217;s a <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_10\"><span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_8\"><span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_8\">doozy<\/span><\/span><\/span>!<\/p>\n<p><\/p>\n<blockquote><p><span style=\"font-family:arial;\">And when they decide to put an end to conservatism in Canada \u2014 as a philosophy, as a movement\u2014they go out with a bang.<\/span><\/p><\/blockquote>\n<p>7. Man, all the hard right fiscal Conservatives are going to need some state-paid heart medication after reading this budget. Joining Andrew in the depths of despair is <a href=\"http:\/\/gerrynicholls.blogspot.com\/2009\/01\/cino.html\">Gerry <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_11\"><span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_9\"><span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_9\">Nicholls<\/span><\/span><\/span><\/a>:<\/p>\n<blockquote><p><span style=\"font-family:arial;\">The Conservative Party is conservative in name only. Makes me yearn for the days when we had relatively fiscally conservative leaders, like Jean Chretien.<\/span><\/p><\/blockquote>\n<p><strong><em>UPDATE:<\/em><\/strong> The Liberals will reportedly <a href=\"http:\/\/www.theglobeandmail.com\/servlet\/story\/RTGAM.20090127.wbudget_main0127\/BNStory\/budget2009\/home\">move forward <span class=\"blsp-spelling-corrected\" id=\"SPELLING_ERROR_10\">amendments<\/span> to the budget<\/a>. I <em>really<\/em> like this approach. It&#8217;s a bit ballsier than just letting the budget through, and it lets <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_11\"><span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_10\">Ignatieff<\/span><\/span> claim victory for an issue like extending <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_12\"><span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_11\">EI<\/span><\/span> benefits in that same annoying way Jack Layton always took credit for every penny he shook Paul Martin down for in the 2005 budget.<\/p>\n<p>And it&#8217;s not like Harper can say no (&#8220;<em>sorry we don&#8217;t have the money for it. ha ha ha<\/em>!&#8221;), without looking completely ridiculous in the process.<\/p>\n<p><strong><em>UPDATE2:<\/em><\/strong> Here are Iggy&#8217;s demands, as per <a href=\"http:\/\/toronto.ctv.ca\/servlet\/an\/local\/CTVNews\/20090127\/budget_liberals_090128\/20090128\/?hub=TorontoNewHome\"><span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_12\">CTV<\/span><\/a>. Fairly tame stuff.<\/p>\n<p><em>1. The Tories make amendments that include improvements in employment insurance and infrastructure but without adding more to the deficit. <\/em><\/p>\n<p><em>2. The Tories issue an update three times a year on the types of progress being made in terms of the deficit, infrastructure, creating jobs, and regional fairness.<\/em><\/p>\n<p><strong><em>UPDATE3<\/em><\/strong>: The Liberals <em>who have allowed every Conservative confidence vote during the past two years to pass<\/em> are now putting the Tories on &#8220;<a href=\"http:\/\/www.theglobeandmail.com\/servlet\/story\/RTGAM.20090128.wPOLbudget0128\/BNStory\/politics\/home\">probation<\/a>&#8220;. This time we mean it!<\/p>\n<p>Truth be told, the tactic isn&#8217;t that bad, if only because it sets up convenient election triggers when these accountability reports come in.
