{"id":2130,"date":"2009-01-08T23:27:00","date_gmt":"2009-01-09T04:27:00","guid":{"rendered":"http:\/\/www.calgarygrit.ca\/?p=2130"},"modified":"2009-01-08T23:27:00","modified_gmt":"2009-01-09T04:27:00","slug":"more-stimulating-debate","status":"publish","type":"post","link":"https:\/\/www.calgarygrit.ca\/?p=2130","title":{"rendered":"More Stimulating Debate"},"content":{"rendered":"<p>I spent my breakfast yesterday at the Economic Club&#8217;s annual chief economist breakfast thingy &#8211; the news recap can be found <a href=\"http:\/\/uk.reuters.com\/article\/marketsNewsUS\/idUKN0747758420090107\">here<\/a>, with some economic polling data <a href=\"http:\/\/www.pollara.com\/ecot\/\">here<\/a>. Although listening to economists at 7:30 am can be a chore, I was prepared to stay awake since, unlike <a href=\"http:\/\/calgarygrit.blogspot.com\/2008\/12\/stephen-harper-economist.html\">Stephen Harper<\/a>, these were <em>real<\/em> economists<em>.<\/em><\/p>\n<p>Before long, the talk turned to Deficit Jim&#8217;s upcoming budget and what kind of stimulus we can expect (spoiler alert: not <a href=\"http:\/\/www.msnbc.msn.com\/id\/28545081\/\">this one<\/a>). I believe it was Don <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_0\">Drummond<\/span> who made a series of good points, which I paraphrase here:<\/p>\n<p>1. Given the scope of the problem and the fact that it was created outside of Canada, it&#8217;s unlikely that <em>whatever <\/em>stimulus we bring in will be particularly effective in turning things around. However, it&#8217;s a great opportunity to work on infrastructure projects now that costs are cheaper &#8211; so as to avoid the mess the PCs got Alberta into by building in a heated economy.<\/p>\n<p>2. The stimulus needs to be used on projects that are immediate and it must be temporary in nature (<a href=\"http:\/\/blog.macleans.ca\/2009\/01\/08\/please-tell-me-does-anybody-know-where-does-the-big-train-go\/\">sorry Dean<\/a>). Immediate so that we don&#8217;t need to wait to see the benefits, and temporary so that we can balance the books once things pick up.<\/p>\n<p>3. Temporary tax cuts are about the worst possible thing <span class=\"blsp-spelling-error\" id=\"SPELLING_ERROR_1\">Flaherty<\/span> could do. In the US, they only injected about 10 cents on the dollar into the economy and, as we all know, reversing a &#8220;temporary&#8221; tax cut is a difficult political move to make down the road.<\/p>\n<p>4. As one of the other economists pointed out, it rarely does any good to inject money into dying industries.<\/p>\n<p>So what does it all mean? Well, the best thing the Tories could do would be to use this crisis as a &#8220;get out of surplus free&#8221; card and do some real long term good for Canada. Improve our infrastructure. Green the country. Create national projects that we&#8217;ll benefit from for years to come.<\/p>\n<p>Will they do that?
