I&#8217;m not sure this is neccesarily a portfolio I&#8217;d want to get if a shuffle does happen this summer.<\/p>\n<p>If you were doing a report card on the performance of the Harper government in different areas, you have to think that Foreign Affairs would get their lowest mark.
